Jaipur: A July 15 govt notification directing urban local bodies to dispose of all pending applications received during urban service camps by Aug 15 has confused civic officials because it appears to conflict with a July 9 directive issued after a Rajasthan High Court stay.The earlier order froze applications linked to unapproved colonies developed by encroaching on govt land, and plots backed by unregistered land deeds.Officials said the latest instruction asks civic bodies to process applications, petitions and pending cases while applying exemptions granted during the camp period, but does not clarify whether services covered by the court stay are excluded.The order says that as applications received during the camps have not been fully disposed of, all urban local bodies must complete processing by Aug 15.Civic staff said the wording has created a grey area: ignoring the order could invite action, while processing barred categories could breach court directions.“In this order, the govt should have made it clear what to do with applications of such services. As doubt prevails, a few officials will not proceed with applications of such services, while a few may process such applications violating court’s directives,” stated an official.Director, local dodies, Juikar Pratik Chandrasekhar was unavailable for comment.Officials in the urban development and local self-govt departments said the govt appears reluctant to stop the services despite the stay.One official said the HC order states that “any orders which may have been passed relating to the aforesaid paras by the Camp Shaheri Seva Shivir-2026 shall remain in abeyance and shall not be acted upon till further orders”.The official said this would cover pattas issued during the camps, meaning they should remain on hold until further orders.“The state govt only issued an order at that time and asked ULBs to hold the applications, never declaring that the issued pattas are also on hold. Many plot owners have applied for bank loans or got loan amount disbursed by showing these pattas. Since it’s a popular measure, the govt is not keen on observing court’s observations,” an official said.
