Jaipur: The Rajasthan labour department is planning to introduce a medical check-up scheme for registered construction workers under the Building and Other Construction Workers Welfare Board, with the aim of improving health care access and ensuring early detection of occupational diseases. The proposed initiative will be implemented under the Model Welfare Scheme for building and other construction workers in accordance with the Building and Other Construction Workers (Regulation of Employment and Conditions of Service) Act, 1996.The scheme will provide comprehensive health check-ups, including 30 to 40 diagnostic tests, for construction workers and their family members. According to an official, nearly 1 lakh to 1.5 lakh of the state’s 14 lakh registered construction workers are expected to benefit from the programme every year.State labour secretary P C Kishan said the programme will classify workers into three categories based on their health condition to facilitate timely treatment — green (healthy), yellow (needs further tests/medication) and red (requires hospital admission). He added that the initiative aims to detect serious illnesses such as silicosis at an early stage and integrate workers’ health records with the Centre’s Ayushman Bharat portal.“At present, we have schemes for construction workers that cover maternity care, financial assistance for education and coverage in case of accidental death. Now, the govt is planning to introduce a medical check-up scheme,” said Kishan.“Similar schemes already exist in Karnataka, Tamil Nadu, Odisha, Telangana and Andhra Pradesh. They conduct medical check-ups of one lakh to two lakh construction workers every year. We will review such existing schemes and design a better version in Rajasthan,” he added.“Once introduced, this is going to be the state govt’s one of the flagship programmes,” Kishan said.He added that the govt plans to implement the scheme through multiple agencies.“Health check-ups of some construction workers can be done through National Health Mission (NHM), others can be done through ESI hospitals, and health check-ups of the rest can be done through private hospitals,” he added.
