Jaipur: The long‑pending promotion of Ram Kailash Meena, executive engineer (E&M), has finally been cleared by Jaipur Vidyut Vitran Nigam Ltd (JVVNL), following a prolonged legal and administrative battle.An official order issued on May 12 confirmed Meena’s elevation to superintendent engineer (E&M), against a vacancy available since April 1, 2024. His posting order will be released separately.The case had been entangled in a controversy after the Rajasthan high court directed the Anti‑Corruption Bureau (ACB) to inquire into energy secretary Arti Dogra. The ACB inquiry was later dropped.Justice Ravi Chirania, while hearing Meena’s petition, noted irregularities in the Departmental Promotion Committee (DPC) held in Dec 2023. Meena argued that promotions were conducted without maintaining the mandatory roster register, violating Supreme Court directives and personnel department circulars.His counsel, Ajatshatru Meena and Movil Jeenwal, had alleged a deliberate attempt to deny promotion, pointing to three chargesheets issued against him just 20 days before the DPC.Despite being recommended by the DPC for 2024–25, Meena’s appointment was delayed amid the uncertainty.The official order, signed by secretary (administration) Baldevaram Dhojak, states: “Ram Kailash Meena (ST), executive engineer (E&M), is hereby appointed on promotion as superintendent engineer (E&M) in terms of Regulation 29 & 31 of JVVNL Engineers Service Regulation, 2016.”
