Draft green building code pushes EV readiness, renewable mandates

Jaipur: For the first time, the state’s proposed Energy Conservation and Sustainable Building Code (RECSBC) covered commercial construction as part of its sustainability initiatives.The draft, released recently seeking public feedback, has dedicated provisions on sustainable sites and planning, water and waste management, and indoor environmental quality, moving beyond conventional energy efficiency norms to a more holistic framework.It mandates electric vehicle infrastructure, requiring at least 20% of parking spaces in eligible buildings to be EV-ready. Additionally, developers must ensure installation of renewable energy systems with a minimum capacity equivalent to 4% of the contracted demand.To drive compliance, the code offers incentives in the form of additional built-up area ratio (BAR). Projects meeting “RECSBC Plus” standards would be eligible for a 5% BAR increase, while “Super RECSBC” compliant buildings could receive up to 10% additional BAR, linking sustainability performance with direct financial benefits.Rajasthan Renewable Energy Corporation Ltd has invited suggestions and comments from stakeholders on the draft RECSBC and its Rules, 2026, following inter-departmental consultations.The framework builds on guidelines issued by the Bureau of Energy Efficiency under the Ministry of Power and will replace the existing 2023 code once notified.The proposed regulations will apply to commercial buildings with a connected load of 100 kW or more, contract demand of 120 kW or above, or a built-up area of 2,000 sq metres and above.Officials said the revised code aims to align Rajasthan with evolving sustainability standards while addressing challenges such as rising energy demand, water stress and waste generation in urban areas.Stakeholders, including govt departments, architects, developers and citizens, can access the draft on RRECL’s official website and submit feedback until May 31, 2026.
