Jaipur: The Jaipur Development Authority (JDA) will roll out a fully upgraded online application system for key civic services from Monday, marking a major shift in how files are processed, tracked and reviewed. The new mechanism is designed to improve transparency and reduce arbitrary delays by making it compulsory for officials to record valid reasons whenever an application is rejected, delayed or kept pending.Under the revised system, applicants as well as senior JDA officials will be able to monitor the movement of files from start to finish. This end-to-end visibility is expected to check the long-standing problem of files being stalled without clear explanation and limit discretionary handling by staff.Officials said the new arrangement will help applicants clearly identify deficiencies in their submissions and understand the exact regulatory grounds on which their work is being held up.“On May 12, the JDA secretary issued an order directing that the entire processing workflow for six specific categories of files be moved online. Following this notification, the system will get upgraded from Monday,” an official added.As per the secretary’s order, applications for e-lease services, including freehold or lease deed, name transfer, subdivision, reconstitution and One Time Lease Certificate, will now have to be uploaded on the JDA service portal dashboard through the applicant’s SSO ID.A key feature of the reform is accountability in official remarks. If any employee or officer enters an unnecessary or additional noting on a file, they must now justify it with reference to the relevant rules or regulations. This is intended to prevent vague objections and ensure that every comment has a legal or procedural basis.“The language used in this ‘noting’ section must be clear and simple, enabling the applicant to easily understand where their application falls short or what deficiencies exist. It should clearly indicate under which specific regulations the processing of their application is currently stalled or cannot be finalised,” another official added.Earlier, files often moved through both online and offline channels, creating room for avoidable comments, repeated delays and frequent visits by applicants to JDA offices.
