Land conversion norms set for major overhaul to boost business in Raj

Jaipur: The revenue department is preparing amendments to Section 90A and related provisions to simplify the change of land use (CLU) process under the Centre’s Business Reforms Action Plan (BRAP) Part II, a move aimed at improving ease of doing business in Rajasthan.The proposed changes, awaiting approval from the revenue minister, seek to allow land-use changes in both planned and unplanned areas without separate CLU approvals, subject to payment of a prescribed conversion fee. Officials said the move would reduce regulatory hurdles while protecting state revenue.Industry has long complained that the existing CLU regime is cumbersome, prone to delays and vulnerable to discretionary implementation, often leading to harassment.As part of BRAP Part II, the Centre has recommended sweeping reforms to the land conversion framework. These include repealing standalone land conversion provisions or amending relevant sections of the Revenue and Tenancy Codes so that prior permission for change of land use is no longer required.The Centre has also proposed dispensing with land conversion requirements in planned areas where the proposed activity conforms to the master plan.Officials said the reforms would improve transparency, reduce procedural bottlenecks and shorten project approval timelines. Easier access to industrial land is also expected to strengthen Rajasthan’s competitiveness in attracting private investment as states compete aggressively for new manufacturing projects.The land conversion reforms are part of a broader package of business reforms Rajasthan committed to implement by July 1 under BRAP Part II. While some states have already moved ahead, Rajasthan’s proposals remain pending at the ministerial level.
