Jaipur: The National chairperson of Divyang Adhikar Mahasangh, Hemant Bhai Goyal, has urged Vardhman Mahaveer Open University (VMOU), Kota, to conduct an impartial inquiry after a candidate with 60% cerebral palsy was allegedly denied admission to the Diploma in Elementary Education (D.El.Ed.) (Sanskrit) course despite being allotted a seat through counselling and paying the admission fee.In a letter to the coordinator of the Pre D.El.Ed. Entrance Examination-2026, Goyal sought immediate intervention in the case of Hansraj Mehra, alleging that the denial amounted to discrimination against a differently abled candidate and could jeopardise his academic session.Goyal demanded an impartial inquiry into the matter and action against those responsible.
He also sought protection of Mehra’s admission and deposited fee, along with his immediate transfer or reallotment to a D.El.Ed. (Sanskrit) college in Jaipur district with facilities suited to his disability to ensure his academic session is not affected.According to Goyal, Mehra cleared the Pre D.El.Ed. (Sanskrit) Entrance Examination-2026 and was allotted Vansh Higher Education Institute in Dholpur after the second round of counselling. He deposited the prescribed admission fee of Rs 13,555 and reported to the college with all original documents on the scheduled date. However, the college allegedly refused admission solely because he has 60% cerebral palsy.Goyal argued that if Mehra was ineligible, the issue should have been examined before counselling and seat allotment. Denying admission after allotting a seat and accepting the fee, he said, was unjust and risked wasting the student’s academic year.He said Mehra holds a valid Unique Disability ID (UDID) card and a 60% disability certificate issued by the Govt of India. He also passed the Varishtha Upadhyaya examination in first division with 84.8% marks and aspires to become a teacher.Mehra’s father, Birdichand Mehra, said, “My son, despite being 60% differently abled, worked hard to clear the Pre D.El.Ed. examination and secured a seat through counselling. However, he was denied admission solely because of his disability, even after we completed all formalities and paid the admission fee. I appeal to the state govt and the VMOU administration to uphold his right to education and allot him a suitable D.El.Ed. college in Jaipur.”
