JAISALMER: Prime Minister Narendra Modi is scheduled to inaugurate the Rajasthan first modern technology-based BS-6 standard HPCL refinery at Pachpadra in Balotra district, Rajasthan, on Tuesday, April 21. The state government has completed all preparations for the event.Keeping the PM’s visit in view, the entire Pachpadra area has been decorated with modern arrangements, cutouts, and hoardings. A massive pandal has been prepared over approximately 3 bighas of land for the inauguration ceremony. A special road has been constructed through the middle of the pandal, from where Prime Minister Modi will travel in an open vehicle, greeting the public before reaching the stage. Unprecedented security arrangements have been made, with around 5,000 security personnel deployed.One of the key highlights is the installation of single-photo cutouts of Narendra Modi, up to 20 feet high, along the refinery area and highway dividers. Teams from Delhi and Jaipur are continuously engaged in installing flex boards and hoardings. Separate parking arrangements have been made on all routes leading to the refinery. For the first time, a 60-foot-long dome has been constructed. The administration estimates that nearly 2 lakh people may attend the public gathering.The event venue is being developed over about 3 bighas, and attendees will have to walk nearly 1 kilometer to reach the site. Strict security measures have been implemented, and the entire Balotra district has been declared a Red Zone and No-Fly Zone. The use of drones and other flying devices is completely prohibited.More than 100 CCTV cameras have been installed to monitor every activity closely. People attending the event will be allowed to carry only mobile phones, while all other items will be restricted.For the general public, seating arrangements have been made with around 1 lakh chairs across 3 large domes. The venue has been divided into 35 blocks, each accommodating around 1,600 people to ensure organized crowd management. Considering the heat, hundreds of generators and coolers have been installed. Preparations by the administration, government, and HPCL are in the final stages.Three large LED screens will be installed at the venue so that everyone can watch the कार्यक्रम clearly. Additionally, around 100 loudspeakers have been set up to ensure that even those seated at the far end can hear properly. Parking arrangements have been made within a 1-kilometer radius for 10,000–15,000 two-wheelers and about 4,000 large vehicles. Separate parking zones have been created for vehicles coming from Barmer, Jodhpur, Jalore, and Balotra routes. After parking, people will have to walk about half a kilometer to one kilometer to reach the venue.The Prime Minister will arrive at the refinery helipad from Uttarlai Airport by aircraft and will spend about an hour reviewing the entire refinery process. Union Petroleum Minister Hardeep Singh Puri, Chief Minister Bhajan Lal Sharma, along with senior officials and HPCL official will be present.On the administrative side, all arrangements have been finalized. A central road has been constructed through the pandal for the PM’s movement, from where he will greet the gathering before reaching the stage. Parking has been arranged across six routes leading to the refinery.Under the security plan, over 100 CCTV cameras will monitor all activities. Only mobile phones will be allowed inside the venue. Senior officials have briefed all personnel regarding their duties, including seating, water supply, security, parking, and traffic arrangements.Jodhpur police Range IG Satyendra Singh stated that separate parking arrangements have been made for six routes coming from different districts, and traffic is being diverted to avoid inconvenience to the public. Crane facilities have also been arranged in case of vehicle breakdowns.He added that the police force has been divided into three divisions under 3 DIGs and 12 SPs. Adequate barricading has been done to ensure smooth entry of beneficiaries and the general public. Around 5,000 police personnel have been deployed, and all officers have been thoroughly briefed. The public has been advised to carry only mobile phones to the venue.Considering the Prime Minister’s proposed visit, the Balotra and Barmer district administrations have taken strict steps to maintain law and order. Balotra District Magistrate Sushil Kumar has issued orders banning the use of drones, UAVs, balloons, or any flying devices during the PM’s visit.The order states that in view of possible threats from anti-social elements using drones, this precautionary measure has been taken. Any violation will attract action under Section 223 of the Bharatiya Nagarik Suraksha Sanhita, 2023, and other relevant provisions. The ban will remain in force from 8 PM on April 20, 2026, to 10 PM on April 21, 2026, across both urban and rural areas of the district.
