Jaipur: Leader of Opposition Tikaram Jully Friday raised questions regarding the amendment related to the appointment of chairpersons in assembly committees, including the appointment of Congress MLA Narendra Budania as the chairperson of the Privileges and Subordinate Legislation Committee, within 15 days. It was announced through a bulletin issued by the legislative assembly secretariat Thursday. Jully said the decision contradicts the historical constitutional traditions of the Assembly.Jully also raised a constitutional question, stating that before amending the chairpersons through the revised bulletin, the chairperson should have been appointed as a member of the prospective committee, which was not done, resulting in significant oversight. “The bulletin issued on May 15 was released hastily and without proper consideration,” he said.Jully said the Congress will present its case before Speaker Vasudev Devnani after seeking legal advice on the matter. Expressing his respect for the rules and traditions of the assembly process, he urged the Speaker to consider all aspects before deciding.Jully issued a statement explaining that a bulletin was released on April 30 regarding the formation of committees and the appointment of chairpersons. “In this bulletin, senior member of the Congress, Narendra Budania, was appointed as the chairperson of the Privileges and Subordinate Legislation Committee. However, just 15 days later, another bulletin was issued, removing Budania from the Privileges Committee chairmanship and appointing him as the chairperson of the Backward Classes Welfare Committee,” it said.BJP’s Kesaram Choudhary has replaced Budania.Expressing surprise, Jully noted that such an example of changing committee chairpersons without any specific reason within just 15 days has not been seen in recent years. He emphasised that Budania is a senior MLA and has also been a member of both the Lok Sabha and the Rajya Sabha. “Removing him from the chairmanship of the Privileges Committee not only goes against the traditions of the Assembly but also violates his privileges, damaging his long-standing political and public reputation,” it added.Jully also questioned the bulletin issued by the assembly secretariat on April 30 regarding the formation of committees, describing it as a violation of constitutional traditions. He pointed out that the bulletin did not mention the tenure of the committees, which goes against rules and traditions, as some committees have a two-year term, yet this was not mentioned in the bulletin.
