Jaipur: Six months after allotting plots under the Direct Land Allotment scheme to MoU holders of the Rising Rajasthan investment summit, RIICO initiated a compliance drive to ensure that investors adhere to the conditions laid down at the time of allotment.A senior RIICO official said that notices have started going out to units that failed to apply for environmental clearance within the stipulated time frame. “Applying for environmental clearance within two months of possession of land is a mandatory requirement, and delays will not be tolerated,” the official added. Most of the units facing notices are located in Kunj Behari Pura and Baronda industrial areas.RIICO began allotting land under the scheme in March this year. The scheme requires units to start production within two years of allotment, or three years in cases where environmental clearance is necessary with progress slotted in 6, 12, 18 and 24 months. The conditions also make it compulsory for allottees to submit and obtain approval for building plans and apply for ‘consent to establish’.The compliance timeline is clearly defined. Environmental clearance must be secured within the first 12 months. By the 18-month mark, construction of the minimum built-up area up to the plinth level should be completed. Within 24 months, the structure must reach the lintel level, even if the roof is not yet in place.RIICO officials said these measures are aimed at preventing speculative land holding and ensuring that industrial development happens on schedule. So far, about 800 plots have been allotted under the scheme. Officials said that strict enforcement of these conditions will help maintain investor confidence.The Direct Land Allotment Scheme is designed to convert investment commitments into operational units, but timely monitoring and compliance remain critical to its success.
