Jaipur: A single-judge bench of Rajasthan High Court in Jaipur Tuesday issued a contempt notice to Alpana Kateja, Vice-Chancellor of University of Rajasthan (RU), over non-compliance with court directions regarding student union elections.The order was passed by Justice Anand Sharma while hearing a civil contempt petition filed by Neeraj Khichar. The petitioner alleged that the university authorities failed to follow the court’s earlier judgment on Dec 19, 2025, which issued specific and time-bound directions. “The high court directed the university to address grievances of students and representatives of affiliated colleges and to formulate a clear and workable framework for conducting student union elections. In compliance with the order, a meeting was held on Jan 19, 2026, where students presented their concerns before the university authorities,” said Tushar Panwar, counsel for the petitioner. The counsel said the court further directed that a reasoned decision be taken within 15 days of the meeting and that the same be formally notified along with an election calendar. “The stipulated deadline expired on Feb 3, without any decision being taken or notification issued by the university,” Panwar said. The plea also highlighted that directions related to ensuring transparency and institutional accountability were not complied with. This included the constitution or maintenance of a students’ union election committee and proper accounting of election-related fees collected from students. It was further submitted that a legal notice dated Feb 12, 2026, was served upon the respondents, calling upon them to comply with the court’s directions within seven days. Despite receipt of the notice, the university authorities allegedly failed to take any action or provide a response.“Such continued inaction amounts to wilful and deliberate disobedience of the court’s order, attracting provisions of civil contempt under the Contempt of Courts Act, 1971,” Panwar argued.Taking note of the submissions, the HC issued a contempt notice to the university authorities and sought their response. The matter will be taken up after the replies are filed.
