Jaipur: Cracking down on fraud in recruitment, the state personnel department has ordered a re-examination of all govt employees appointed under the disability quota after a Special Operations Group (SOG) probe found large-scale misuse of fake certificates. A circular issued by DOP Secretary Krishna Kant Pathak, and approved by the Chief Secretary, stated that on re-examination of Divyangjan employees working in various departments of the state govt by the medical board of govt medical college/hospital, irregularities were observed in the certificates issued to them in some cases. In view of these irregularities, action has to be taken to re-examine the disability of Divyangjan employees working in all departments. “For this, ensure that they are examined as per rules by the medical board of competent/authorised govt medical college/hospital. If in any case, a deficiency is found in the prescribed standard of disability for govt service or a wrong certificate is found to have been issued/submitted, then it is ordered to take action against the guilty personnel in this regard and also to provide information about that employee to the personnel department and SOG regarding the irregularity,” the circular said. The move comes after an SOG probe exposed glaring irregularities. Acting on leads from the ongoing SI exam paper leak investigation, the agency constituted a special medical board at SMS Hospital in Jaipur to re-examine 29 govt staffers who secured jobs under the disability quota in the past five years. The results were damning: 24 of them were declared not disabled. “Only five individuals were found to have a disability of 40% or more—the bare minimum to qualify,” said ADG (SOG) V K Singh. “A major racket is suspected in forging these certificates. We will now zero in on those who issued fake disability certificates without proper tests.” SOG SP Gyan Chand Yadav said 13 employees claimed hearing impairment, but none qualified under medical norms. Of eight listed as visually impaired, six were found unfit for the category. Those caught include teachers, ANMs, stenographers, and other staff. To facilitate this re-examination, medical tests for specially-abled employees will be conducted under the supervision of expert doctors at govt hospitals. Additionally, their documents will be re-verified. If any employee is found to be fraudulently employed, strict action will be taken against them by the govt. The circular mentioned that in the first phase, medical examinations and document verifications will be conducted for employees selected for govt jobs under the disability quota in the last five years. Subsequently, all remaining specially-abled employees across the state will also be re-evaluated, regardless of how long they have been employed.
