Jaipur: The Rajasthan High Court has revealed that systemic malpractices within the Rajasthan Public Service Commission (RPSC) go beyond the 2021 Sub-Inspector recruitment exam. In the judgment delivered on Thursday, while directing the state govt to recommend the cancellation of the 2021 SI recruitment, Justice Sameer Jain highlighted irregularities in various other RPSC recruitment processes and questioned the commission’s competence and ability to conduct fair examinations. Justice Jain referred to the 2nd Grade Teacher (General Knowledge) Examination held in Dec 2022, in which police intercepted a bus in Udaipur carrying 37 students and seven “experts” with a leaked question paper. “The leak was traced back to RPSC member Babu Lal Katara, who allegedly sold the paper for Rs 60 lakh to one Anil, who further distributed it, thereby vitiating the entire examination. As a result, the examination was cancelled and later reconducted,” stated Justice Jain. The court also cited the cancellation of Group A and B General Knowledge examinations held on Dec 21 and 22, 2022, following allegations of paper leaks. Investigations by SOG again pointed to the involvement of Katara, prompting the RPSC to scrap and reschedule the exams for July 2023. Further, Justice Jain pointed out irregularities in the Revenue Officer Grade-II and Executive Officer Class IV exams held in May 2023, which were cancelled due to manipulation. He added, “RPSC admitted tampering in the 2018 RAS Examination, which impacted the rank of SDM Padma Chaudhary, raising serious questions of administrative misconduct.”
