Jaipur: Rajasthan Assembly Wednesday passed the Rajasthan Groundwater (Conservation and Management) Authority Bill, 2024, and the Rajasthan Land Revenue (Amendment and Validation) Bill, 2025, in absence of Opposition Congress MLAs. Both pieces of legislation previously underwent review by the Assembly’s select committee. PHED minister Kanhaiya Lal said a state authority will be established to maintain and increase groundwater levels, recharge groundwater, ensure proper use of water, and conserve and manage water resources.Non-compliance with instructions or orders by the authority will result in court proceedings. For the first offence under the Act, a fine of up to Rs 50,000 will be imposed. Upon subsequent conviction, imprisonment for up to 6 months or a fine of up to Rs 1 lakh or both will be imposed. The authority will be able to provide suggestions on all aspects of water demand and supply for any area. A framework will be prepared for granting licences within the authority.Responding to the discussion on the Rajasthan Land Revenue (Amendment and Validation) Bill, 2025, parliamentary affairs minister Jogaram Patel said through this amendment bill, the management of plots under RIICO, along with their regulation, land conversion, and other processes, will be facilitated.
