Jaipur: A complaint by a Secretariat employee over a mobile e-challan issued by a traffic constable has raised questions over who is authorised to issue traffic challans and how motorists can challenge them.In his complaint to an ACP, the employee alleged that he was stopped around 10 pm on Sept 25 and issued a challan by a constable identified as Kishan Singh. He questioned the constable’s authority, following which, he alleged, an altercation took place and traffic personnel took him away.The complainant also alleged that he was assaulted during the incident and suffered a finger injury. He sought action against the personnel involved.ACP Traffic East-II Mukesh Choudhary said motorists who believe an e-challan has been issued incorrectly can raise a grievance through the official e-challan system.If a challan is generated through the ITMS system, the vehicle owner can use the ‘Raise Grievance’ facility on the ITMS Challan portal. The notice can be accessed using the vehicle or notice number, after which the motorist can submit details and supporting evidence, including a picture of the vehicle.Choudhary said the grievance is examined by the department. If the challan is found to have been issued incorrectly, it is cancelled; if found valid, it remains in force.He also said only police personnel of the rank of head constable and above are authorised to issue traffic challans.The complaint has brought renewed focus on the procedure for challenging mobile challans and the authority of personnel issuing them.
